Dr Christian Loucq - PATH Malaria Vaccine Initiative

Christian Loucq, a medical doctor by profession, directs the PATH Malaria Vaccine Initiative (MVI), which seeks to accelerate the development of promising malaria vaccines and ensure their availability and use in developing countries. Dr. Loucq has more than 30 years of experience in medicine, pharmaceuticals, vaccines, and global health. He joined MVI in February 2007, serving as Director of Strategy and Operations and as Interim Director until his appointment as MVI Director three months later.

His professional experience spans the globe: Born and educated in France, he has lived and worked in Algeria, Belgium, Chad, China, India, the Netherlands, Niger, Switzerland, Thailand, and the United Kingdom. Dr. Loucq has managed vaccine businesses in China, India, and Thailand and has been involved in most stages of vaccine development. He has worked with large vaccine companies, such as GlaxoSmithKline and Sanofi Pasteur, and biotech companies including Rhein Biotech and Acambis. He has extensive experience partnering with local governments, building public-private partnerships, and setting up local private collaborations.

Prof Maureen Mackintosh

Maureen Mackintosh is a Professor of Economics in the Faculty of Social Sciences at the Open University, UK . Her research interests include the economics of public and social sector organisation, with particular reference to the economics of markets in social sectors; the organisation of health systems and their impact on poverty and inequality; the impact on African health systems of health service commercialisation and the out-migration of health care staff; problems of access by the poor to good quality medicines, and the regulation of health care; also the economics of non-market working relationships including unpaid work; and the economics of development with particular reference to Africa.

Prof Judith Sutz


Judith Sutz is Uruguayan; she holds a Bachelor's degree in Electrical Engineering, a Masters degree in Planning of Development from the Central University of Venezuela and a PhD degree in the Socio-Economy of Development from the University of Paris-Sorbonne. She has done research in Science, Technology and Development in Venezuela, France and Uruguay. Currently she is Full Professor and Academic Coordinator of the Scientific Research Council of the University de la República, Uruguay, where she inaugurated the teaching of Science, Technology and Society. Her current research is related to the structure of innovation systems in underdeveloped countries and the role of universities. She was a member of the Task Force on Science, Technology and Innovation for the UN Millennium Development Goals Program (2002-2004).

Judith Sutz es uruguaya, Ingeniera Electricista y Master en Planificación del Desarrollo por la Universidad Central de Venezuela y Doctora en Socio-Economía del Desarrollo por la Universidad de París-Sorbonne. Ha investigado en temas relacionados con Ciencia, Tecnología y Desarrollo en Venezuela, Francia y Uruguay. Actualmente se desempeña como profesora y coordinadora académica de la Comisión Sectorial de Investigación Científica de la Univesidad de la República, donde inauguró los cursos de grado en Ciencia, Tecnología y Sociedad. Trabaja actualmente en la estructura de los sistemas de innovación en el subdesarrollo y en el papel de las universidades. Fue integrante del Grupo de Trabajo en Ciencia, Tecnología e Innovación de la Iniciativa de Naciones Unidas Metas del Milenio (2002-2004).
